SCHEDULE OF REQUIREMENTS.

At the annual meeting of the Chamber of Mines in Johannesburg, Mr. Buckle, the chairman, said the system of shop stewards and shaft stewards who had interfered with the work of the employees, and had undermined discipline, had become a veritable nuisance, and could no longer be tolerated. He laid down' the following , conditions on which the Chamber wouldVrecognise the trade unions in future:— A union must contain a substantial proportion of the particular class of mine employees it purports to represent. . Workmen's unions t will not be recognised as representing officials, ami officials must not be members of the workmen's unions. < A union, to be recognised, must make proper provision for a secret ballot before declaring a, strike. The chamber will not recognise a union whoso members refn.se to work with non-members, or which countenances a strike in order to force em* ployees to join it. Other clauses cover the chamber's refusal to recognise persons who have been associated with the " augmented execu- | tive" which conducted the recent i strike, or with the Council of Action, i as representatives of any union whatever i and its refusal to recognise political institutions claiming to be trade unions. The Chairman added that as time might be necessary for the making of alterations in the trade-union constitutions, especially as regards the secret ballot, the chamber was prepared to meet accredited representatives in the .meantime without insisting on the prior acceptance of the clause.
