Lord Northcliffe, in an interview, referring to Japan, said : "I formed the view that the legend of Japan was exaggerated. ..The Japanese are inclined, to think they have beaten the white race, but in reality they have been gently foiled. They very considerably over-rate their own powers. They are essentially imitative, but do not originate. It takes a'good many more Japanese to perform tasks that a limited number of Europeans would do. I do not think ,our people realise Japan's absolute autocracy, with its toy Parliament and strangled newspapers. Japan has be«n too. muclv of a bogey to Europe and America. The, decisions of the Washington Conference,, which the Japanese intensely, disliked, will prevent them encroaching" on China, but constant vigilance will be needed. Japanese aggression in China was largely the consequence of the .; unfortunate Anglo-Japanese Alliance, /now happily terminated." ...
