ARABS IN PALESTINE
DRAFT CONSTITUTION
STEP TOWARDS SELF-GOVERN- ■ MENT.

LONDON, 7th February. The Government has~handed a draft constitution for Palestine to the representatives of the Palestinian Arabs now in London. The main point in the scheme is that, while the executive wi> remain in the hands of the High Commissioner in Palestine, who will be empowered to reserve certain matters for decision by the Secretary of State, there will be a Legislative Council, partly nominated and partly^ elected. This provides the first step towards representative Government under the constitution. The Arabs will have a majority of both the elected and the nominated councillors.
