CONCESSION REFUSED BY
MINERS,

CAPETOWN, 7th February. , A Johannesburg message states that th 0 Chamber.1 of' Mines has offered1 to limit the abolition of the status quo agreement to the low-grade min«Sj retaining the existing, conditions for the other mines; but the Federation of Labour has refused the-offer. This proposal would involve the elimination of only a thousand, white workers, instead of two thousand, as was originally contemplated. Undoubtedly tlie announcement of the concession had. a considerable effect on public opinion, and. it will possibly open, the way for further negotiation.
