The' Washington correspondent- of the New York Times says it is understood that the Treaty between the United States and Germany will cover all necessary points, for the complete resumption of diplomatic relations, and will amply safeguard all rights and privileges guaranteed to t.ho""-United States under the, Treaty of Versailles. It v expected that the successful culmination of the negotiations will be announced befoi'o the close of the week.
