The offer of the Canterbury Progress League to maintain a daily morning delivery of rural mails during the period, of the railway cut has been declined by tho Postal Department. Pending further consideration, the league, which had arranged a complete service of _inward and outward mails for all districts affected on Saturday, has been advised that trio Department is unable to accept the oifer. ' •
