(PUBLISHED IN TH« TIMES.) (Received August 15, 9 a.m.) LONDON, 13th August. Reports from Moscow state that disastrous fires have added to Russia's other troubles. Eighteen oil wells in Baku are in flames, and there are no means of quelling them. The inhabitants are evacuating the town. Another fire destroyed a large portion of the city of Pinsk.
The All-Russian OentTal Committee at Moscow! instead of imprisoning convicted Social Revolutionaries and Mensheviks, are sending them to the cholerastricken regions to work.
The Evacuation Committee has commenced the systematic removal of a hundred thousand peasants from the famine areas. The Central Soviet has given directions that refugees are to be sent to Poland, Latvia, and Lithuania.
(AUSTRALIAN - NEW ZBALAND CABLE ASSOCIATION.) 13th August. The Supreme Council dispussed thft appointment of an. international committee to deal with the Russian famine. The Italian, Japanese, and America*?representatives said they had Te&son to believe the Soviet would object to organised control, in default of which the Selegates feared that assistance -would be inoperative. Lord Ourzon said it was Britain's opinion that assistance should be given to border States to oa-rry out protective measures. Last year the League of Nations secured contributions to-combat the-spread of disease. This fund was exhausted.
The Council agreed to ask the contributory Powers to continue their.subscripfciona.
