LIGHT REGULATIONS

' CITY COUNCIL PROPOSAL ' The Wellington City Council has in view, the regulation of motor-car lights, and\ has submitted to the Wellington Automobile Club the proposed regulation for its comments. The text is: "1. The beam of 'light projected forwards by the front lights shall not rise above 42 inches from the road surface at 100 feet ahead of the vehicle, and any-auxiliary light, or projecting device (spot-light) shall be subject to the like restriction in regard to the beam of light. 'Beam of light' in this clause means the approximately parallel rays "gathered or projected by reflection, lens, or other device; provided always that this clause shall not apply where efficient anti-glaring devices or efficient devices for diffusing] or dispersing or toning down the light shall be!in use. 2. The owner of a motor-driven vehicle may at any time present such vehicle to, the motor inspector for the purpose of having the lamps thereof tested, and if the inspector shall be satisfied .Jrhat the lamps ooimply with the foregoing provisions of these regulations, or that the vehicle is fitted with efficient anti-glar-ing devices or with efficient devices for diffusing or dispersing or toning down the ilight, he shall, on payment of a fee of ten shillings, or of such other amount as may be from time to time fixed by resolution of the council, issue to such owner a certificate under the hand of the inspector of such" compliance. In any proceedings or prosecution for failing to' comply with the foregoing regulations, or any of them! the production of such certificate shall' be prima facie evidence of such compliance, but in every other case it shall lie upon the defendant to prove such compliance." ' \ The committee of tjh©' club has decided to write stating that the committee generally approved of the various clauses, but asked that fl an ocular demonstration . should ,be arranged so that members might be ciuite sure of what the proposed regulations intended. AUTOMOBILE OLUB REMITS. A number of remits for presentation to the. annual meeting of the New Zealand Automobile Union were adopted at, a special meeting of the Wellington Automobile Club. The Wellington delegates will be : Dr. Bremdergast Knight, a,nd Messrs. C. M. Banks, S. H. Underwood, and H. J. Stott. "That all vehicles Humid be required to -display an' adequate reav red light which can be seen from a reasonable distance from the rear of the vehicle." "That the Police Department bo asked to establish a motor-cycle section to patrol roads for the special purpose of dealing wiih : (1) Breaches of the traffic bylaws; (2) breaches of the Light on Vehicles Act; (3) stray cattle; and my other irregularities in comrection with traffic." "That in the formation of new' roads, and the'reformation of existing ones, all corners should be so constructed that ,a car can travel round the corner on |a radius of not less than one chain, and: that the x- Counties Act be! amended to grant the counties the same powerl as ; oViste in the Municipal Corporations Act' regarding the prohibition of trees, f»dg«s, and fenoee of such height a* to obstruct the view of approaching traffic for a reasonable distance on each ed-db of a corner." ; "That, in the matter of projecting luggage from the sides, of motor-cars, stops be taken to have the measurement limit, which is now sft 6in from the centre of th« car, reduced." '< "That the Explosives Act should be amended to allow for the storage of up to 12 cases of petrol by a private motorist, provided that the building in which they are stored is not less than 40ft from any other building." "That the automobile associations be represented on the boards entrusted with the supervision of expenditure on main and arterial roads under the proposed scheme of taxing motorists by way of a tire tax." ,! , "That the erection of toll-gates by local bodies be strenuously opposed." The Wellington Automobile Club has decided to write to the City Council expressing thanks for the decision that, provided cars have the necessary lights showing, and are placed on the correct side of the street, 20ft back, from street intersections and clear of entrances to buildings, they may be parked after 6 p.m. fin any street'other than those mentioned in the following list?— _ Lambton-quay, Molesworth-street, "Wil-lis-street (between Lambton-cjuay • and Manners-street), Manners-street and side streets (namely, Herber^street, Farishstreet, St. Hill-street, Lombard-street, and Cornhill-street), Courtenay-place, Kent-terrace, .Mercer-street (between Willis and Victoria streets), Chews-lane, Willeston-street, streets in which there are cab and taxi stands, , Cuba-street, Vivian-street (from Cambridge-terrace to Cuba-street). ' BRANDING PETROL IN BULK; A movement is on foot in England for the adoption of a process for colouring petrol, so that grades would be easily distinguishable. If the colouring has no objectionable effect upon the fuel, the scheme is a good one, for theKmotorist will be able to tell at a glance whether the grade of fuel he ordered, and is being charged for, is actually . being £ut into his tank. Entirely different colours might be given to the different grades, and any mixing would be evident from the alteration in shade. NO ROOM BETWEEN.
