FRANCE WILL ASSIST ON CONDITIONS.
LONDON, sth August. The Doily "telegraph's correspondent at Paris states' that the Government has intimated to the "United States its desire to assist in feeding • Eussia, ancL suggesting that America should direct control of the feeding operations, the Allies . collaborating. The Government makes the reservation that food intended for the famished peasants shall not be permitted to pass into the hands of the Soviot soldiery oi functionaries, and stresses that any communications, with Moscow must be interpreted as a recognition of the Soviet Government. Allied co-operation will not be accepted by the Moscow internationals, which has issued a manifesto defiantly demanding that the communistic parties in every country shall undertake the task of appealing !to the world's workers. Kerensky has informed M. Briand that the famine was the result of the political regime since 1916. Th« cultivated land has been reduced by 46 per cent, and cattle bj half.' (PUBLISHED IN T!IE TIMES.)
