A SOVIET CIRCULAR
DISORDERS AND RISINGS DENIED.

BERLIN, 6th August. The Soviet's circular "To the Governments of the World" says that ten provinces are famine-stricken in consequence of drought, Crops have been either wholly destroyed or have yielded only ten to fifteen, per cent, of the average. Thirty-five million poods of grain are required to feed the rural and town populations; and eighteen million poods are needed for seed purposes. (A pood^ is about 36 pounds). The Soviet is' unable at present to say whether the harvest in other Bussiari regions can help, but it is bound to be very limited. The calamity is great, yet nowhere are there disorders and risings, such as have been reported! in the European and American prMs. The Soviet warmly thanks all foreign organisations for their proffered help.
