Mr. Theodore Roosevelt, son of tha late President Roosevelt, who has been appointed AssistanC^Secretary of the United States Navy, discussing the disarmament question, declared that he favoured a strong navy and army, disarmament so far as the United States was concerned only being 'practical when other nations joined the movement.
