IMMIGRATION LAWS

THE REGULATIONS ISSUED

FORM OF APPLICATION DETAILED

Regulations under the Immigration Restriction 'Act, 1908, and the. Immigration Restriction Amendment Act, 1920, have been issued. '

These provide that, for- the purpose of ensuring compliance with the provisions of the t\vo Acts, an officer of Customs shall board. every, vessel arriving from places beyond New Zealand forthwith after its arrival at any port or harbour in New Zealand. The master of the vessel is to facilitate: in every way the work of the Customs officer, and is to certify in writing ' as. to /whether there is any passenger or- member of the crew' on board his ship who is subject to the restrictions. Power is given the Customs officer to ask necessary ,questions, and failure to answer a question, or to answer in, a'misleading way,'is to be an offence., No vessel arriving from beyond New Zealand is to come alongside any wharf or landing-place , without' the permission of an officer of Customs'. .

/Any 'prohibited immigrant arriving at a* New Zealand port, .en route to some place beyond New Zealand may be permitted to land for a period hot exceeding twenty-one days, /provided-that in every such case there shall be deposited with the Collector of Customs security, by cash, or a bond, or.other satisfactory security, that the person named therein shall, report himself to the .Collector upon departure from, New .Zealand .within the time specified. • . , Every person resident in New Zealand who desires to', leave. New Zealand with the intention, of returning, and who is a person who would require a permit to enter New; Zealand, \s'to apply' for acertificate of registration to the .Collector of Customs at the port nearest to the place where he is best known, or at the final port of departure. The Collector shall thereupon issue a' certificate and deliver it to, the. person applying- when the latter is on board, .the ship by which he is to leave New Zealand. On the return to New Zealand of a person holding a certificate of registration, the Colrector at the 'first: port of arrival, if satisfied of the identity of the* holdei-j. with the person named in the certificate, and that he has returned, within four .years after, the date of registration, is to permit such person to land; hi New Zealand. Every, person who commi,ts a breach of these regulations is to be liable to a fine of £50.. . ;-• „ ■' ' .. ' A foreign applicant for permission, to enter New Zealand is to be. required'to fill a. prescribed form, and'send it by post from, the country where he was born, or where he has lived for the pre-' vious year, to the Minister of Ous.torruv Among other things, such'an applicant is required to state the oocupalon .or business, proposed to be -undertaken in New Zealand, or, purpose ,in coming to New Zealand; the amount of money in English currency which he undertakes to' bring to New Zealand; condition of mental and physical health {including particularsl as to height, weight, and chest measurement)^ and ■the condition of mental and physical health of the other-persons to accompany him. ' (Supported by a certificate from, a .qualified medical practitioner); name of (a) a European language in which he. is. able to read and write fiiir ently, or; (b) any other language in which' he is able to read and write fluently; intended- place of future permanent, residence in New Zealand (if known); that he is , a person of goodi character and reputation, and that he has never been in prison or the recipient of charitable aid or in a mental hospital,' and that he is, not a disaffected or dangerous person, or one who advocates the overthrow by force or violence of constitutional Government; (to be supported by a certificate from a ,polica officer or. other public official); address and full namo of any relatives in New Zealand; that he'is prepared to swear or affirm, that he will fully observe and obey the laws of New Zealand. The applicant must 'forward, along with his.opplication, two unretouched and' unmounted half-length recent photographs. of himself or herself, and the application must be filled up in the English language. ■■ ' . v

Temporary permits will be issued to foreign visitors subjesi to the following conditions :—(1.) That the immigrant shall deposit with the Collector of Customs at the port of arrival £10 as security that he_ will report personally and deliver up this permit to the Collector.of Customs at the port of departure. .(2.) The Collector of Customs at the port of departure will refund the. amount deposited upon satisfactory identification and.upon compliance with these regulations. (3.) The amount deposited on account of any person who departs without beino: identified, or who remains in New Zealand beyond the time permitted, is _to >be forfeited and paid to the Public Account.
