NEGOTIATION OF A TREATY.

The Foreign Relations Committee of the Senate amended and approved Senator Borah's disarmament; resolution, which now proposes the prompt negotiation of a treaty between the United States, Britain, and Japan, by which the Governments will effect arrangements for reducing the naval programmes within the course of the next five years.
