BERLIN, 20th'January.
Commander Heincke, of the German Navy, who commanded the fortress of Cuxhaveri when the Allied officers were recently insulted there, and whose dismissal was demanded by the Inter-Allied Naval Commission, has been promoted to captain. It is semi-ofncially stated tliat an investigation proved that • Heincke was not in any way to blame.
