According to information received from Vladivostok, Japanese soldiers have, since the shooting of Lieutenant Langdon, stopped two American^seamen in uniform.
T,he State Department has received official advices that a Japanese Boa-rd of Investigation established the fact that the sentry who lulled Lieutenant Langdon left his post in order to molest the lieutenant, who was proceeding up the street ill an orderly manner.
