LONDON, 18th January. The Colonial Office contemplates holding an Emigration Conference with representatives of all the Dominions, for the purpose of formulating a policy to ensure co-operation. It is officially suggested that the conference should be held early in February to enable Mr. Millen to' attend before he sails.
