Lord Curzoji, recalls the decision at Spa to hold a meeting at Geneva on Bth August. In spite of this decision, France rejected the British proposal to open financial discussjon3 on 2%h September. Lord Curzon insists on the convocation of a conference of technical experts in accordance with the Spa. decision, and suggests that an International Congress should be held subsequently in order to translate into a definite convention the proposals arising from the conference of experts.
