The Morning Post publishes the text of the proposed trade agreement between Britain and Russia, pending the conclusion of a formal peace treaty. The document mainly defines the rights and duties of persons engaged in such trade. The only reference to Russia's pre-revo-lution obligation consists of the formal recognition by Russia of liability to pay compensation, but the mode of discharging tjie obligations is left until the peace treaty is framed. On the contrary, Britain undertakes not to attach on account of the foregoing obligations any gold securities, goods, etc., exported by Russia as payment for imports from Britain under the proposed trade agreement. The Morning Post says these clauses relating to the pre-revolution debts and the use of stolen gold have aroused indignation in commercial and financial circles, .being regarded as immoral transactions. .
