The Chancellor, Herr Mueller,, in his speech, pronounced for the further democratisation of institutions, including the Civil Service. He declared that those who had made common* cause with Ka-pp must disappear, and unfaithful military formations would be disbanded and a^ now real people's army created. . Demo-* crats must be placed in commanding ; position's eveiywhere. He outlined ex- , tensive social legislation. Mines would j be publicly administered, and the Emj pire would participate in the manageI ment of the collieries, and would later take over tho coal and potash syndicates. He foreshadowed early elections. The Chancellor declared- that the Government had been negotiating with the Allies with the object of sending reinforcements to the Ruhr. The Allies would agree only if equivalent Allied forces en- ; tered at other places. The Allies demanded the occupation of Frankfort. ■ Hamburg, and Darmstadt. The Government rejected the Allied demands, because they had no idea of exposing the neutral zone to the terrors of occupation. "The Anarchists from the Left," said the Chancellor, "must be treated in the same way as j the Anarchists from the Right." The only good result from the revolt was that foreigners were con-" 1 ; vinced that the days of the Nationalists and Militarists were over. The Govern- ; ment was not frightened of the Bolshe- ■ viks.
