The Allies have ccnsented to modify the pretocpl in U}e direction of submitting to The Hague the question whether the surrender of the tonnage demanded in substitution for the destruction of the German fleet at Scapa Flow will cripple Germany. Other features have been modified, and it is expected Germany will iiQW sign.
