The New York Sun's Pekin correspondent states that General Maliying, commander of the Chinese Army in Shantung, in a speech said: "Tho refusal to ,sign the Peace Treaty is hurting China, and the boycott of Japanese goods is ruining Japan. China and Japan are adjacent countries. If they united they would be sufficiently powerful tp overthrow the Western Powers.,
