' CHRISTCHURCH, 10th May. A deputatiori from tho Returned Soldiors' Association, the Lady, Liverpool Fund, and other bodies waited on tho Hon. G. W. Russell this morning to press a claim that tho sum of £3000-voted by tho Lady Liverpool Fund Committee to tho Soldiers' Club building fund should bo validated by tho Minister. Introducing the deputation, the Mayor said that the Minister was asked to iind a way out of tho "red tapo" that prevented the paying over of the grant. The deputation asked that immediate sanction bo given to the transfer, and, if necessary, statutory authority be given later for the transfer, «
