Official advices from Germany show that the situation is serious. Herr Scheidemann's Government is shaky owing to the lack of support within and outside the Chamber. The Government is obliged to rely on Herr Noske's troops. There is every likelihood that the anarchist forces, will spread. Using Munich as their centre, a small band of Bolsheviks control the situation in Bavaria, with the aid 'of armed mobs of demobilised soldiers, sailors, and hooligans. The Bolsheviks have established a reign of terror, and openly profess Russian Bolshevism. Thus for the first time a purely Bolshevist Government has been inaugurated in Germany, controlled by Russians in touch with Moscow.
