The Times, in a leader discussing the German colonies, says that whatever the final settlement may be they will nevp' return to Germany. More permanently interesting is the Conference's new recognition of the national statue of the Dominions. The Dominions have taken their place in the sight of the whole world as self-governing partners in the British Empire. Moreover, , they are exercising a double voice, one on behalf of the Empire, and the other for themselves. Their position at the Conference shows remarkably how fhe organisation of the Empire has taken a new shape in the hard mould of :war.
