The second stage of the discussion on peace preliminaries will open at Paris in the beginning "of January, when representatives of the small nations will bo frequently called in. The third stage of the Peace' Congress, culminating in the signing of a Peace Treaty, is expected to assemble about the middle of February, and it will probably sit until May.
