NEW YORK, 9th December.
Officials who have returned from the armistice conference at Spa said the demand would probably_ be in tbe form of an ultimatum declaring that the councils must be dissolved, because they are. endangering the German economic conditions to such an extent that the Entente Powers' demand for indemnities could never be fulfilled. The occupation of Germany by Allied troops will bu threatened unless the councils dissolve.
