Herr Schiedemann considers that the Kaiser has already ibeen sufficiently punished, but the question of his, part in causing war must be clearly decided. The Government is daily receiving hundreds of telegrams from returning soldiers, supporting the present regime. The t Soldiers' and Workmens' Council Would carry on only until the National Assembly is formed.
