INSPIRED GERMAN TELEGRAM.

(Received August 17, 1 p.m.) AMSTERDAM, 16th August A telegram, apparently inspired, appears in all the German newspapers, stating that the Kaiser and the Emperor Charles, in conference, discussed all the political events in Entente countries which might create a prospect of opening a path to pea^e.
Some circles regard yon Hintze's survey of peace talk as the prelude to an Imperial announcement. .
