COLLAPSE OF SOVIETS
NO LONGER POSSESS AUTHORITY.
(Received August 16, 11 a.m.) AMSTERDAM, 15th August. The Izvestia, the official Bolshevik newspaper, admits that the Soviet organisation has collapsed. The Soviets no longer possess authority.
