ENEMY LEADERS IN CONFERENCE
THE DISPOSAL OF POLAND
GENERAL SITUATION CAUSES ALARM

AMSTERDAM, 15th August.
The meeting at German Headquarters includes the Kaiser, the Emperor Charles, the Bulgarian Crown Prince, members of the Polish Regency Council, and leading German Ministers and army leaders. It is expected that the Polish question will be settled, and also the question regarding Austro-Bul-garian co-operation on the West front.

LONDON, 15th August.
The Daily Chronicle's correspondent at Amsterdam states that political circles in Berlin anticipate that- a decision regarding Poland will not favour Austria, but will recognise a so-called independent kingdom, though it will be really under German authority. The conference is likely to settle the boundaries of Poland, Lithuania, and Finland; and choose their rulers. 1 The PanGermans oppose such schemes, on the ground that the new kingdoms may develop disloyalty in the future. The only solution is annexation. However, Russia is the worst problem. News has reached Berlin which paints the picture daily in more sombre colours. Alarm in political circles is increasing. Meanwhile the entire German press urges the Government to declare its war aims. The, Hamburger Nachrichten declares that Germany's reverses on the Marne and the Somme have produced deep emotion, and advises the Chancellor (Count yon Hertling) to'support the League of Nations. This demand seems strange, but the Westfalische Zeitvmg, which is equally imperialistic, supports the demand, explaining that it must be coupled with the independence of Ireland and Egypt, and other portions of the British Empire.
