AMERICA'S NEW WAR PROGRAMME
(Received August 16, 8.30 a.m.)
WASHINGTON, 15th August. The Military Committee of the Senate has learned from General March, Chief of Staff, that the United States ought to send four million men to France. The new war programme contemplates having eighty United States divisions by next June on the Western front, where it is hoped the war will be decided. General March announced that President Wilson is firmly convinced that America's military policy ought to be centred on the Western front, and should decline to be driven from that one thing. The purpose of the United States was now to furnish enough man-power as early as possible to whip the Germans. An additional 2,300,000 men were required. '
