MR. HUGHES'S SUGGESTION.

LONDON, 17th July. The Imperial Conference discussed Mr. Hughes's resolution for the creation of a new Imperial Court of Appeal, replacing the Privy Council. In a lengthy argument Mr. Hughes outlined his project, which included the appointment of Dominions representatives. The conference, including the Lord Chancellor, generally concurred in ■ the logic for a change, New Zealand, on the whole, heartily supporting Mr, Hughes. Strong opposition . developed- .on tho ground of practicability, the Lord Chancellor and others urging that drastic changes'would require upheaval in methods of procedure, which was not desir able.
