RUSSIA'S REPUDIATED LOANS

LONDON, 18th February. The text of the order of repudiation of the Russian National Debt cancels all Government debts of every description from 14th December. AH foreign loans are cancelled unconditionally and without exception. . (beutbb's telegram.) PETRO'GRAD, 18th February. Representatives of nineteen Allied and neutral Governments have presented the Bolshevik, authorities with a note refusing to recognise thfe decrees which repudiated the State loans and confiscated c property in so fat as foreign subjects were affected. The Note warned the Bolsheviks that the signatories would at a later date insist on satisfaction for all losses sustained under these decrees. , (Received February 20, 9 a.m.) -# _ PETROGRAD,_ 19th February. Omcial.—The decree annulling all loans excepts from its operation Russians who hold Government bonds under the amount of ten thousand roubles, ivh'6 cars exchange them for certificates in the new loan of the Russian Socialistic Federal Republic. The same applies to savings banks, co-operative, and other Socialistic institutions. All mohey''not strictly earned by labour will be confiscated.
