LONDON, 18th February. The text of the order of repudiation of the Russian National Debt cancels all Government debts of every description from 14th December. AH foreign loans are cancelled unconditionally and without exception. . (beutbb's telegram.) PETRO'GRAD, 18th February. Representatives of nineteen Allied and neutral Governments have presented the Bolshevik, authorities with a note refusing to recognise thfe decrees which repudiated the State loans and confiscated c property in so fat as foreign subjects were affected.
