AMSTERDAM, 17th February.
The Frankfort Gazette statea that war with Russia will recommence on Monday.
The Tyd's Berlin, correspondent states that the Germans are concentrating in the Ukraine for the purpose of attacking tha Bolsheviks.-
The Germans fear outrages by the Red Guards, and have threatened reprisals if German prisoners in Northern Russia suffer.
