NEW YORK, 17th February. Dr. Syenagga, a Japanese publicist, in a speech said that Japan regards the Russian chaos with the greatest anxiety, because it threateits- the peace of the. Far East. "While Japan wishes for Russia's friendship, our statesmen have recently strongly intimated that it will bs well for Russia to think twice before defying her agreement." ■
