FIRST STEP TO GENERAL PEACE
MANIFESTO BY AUSTRIAN
EMPEROR,
AMSTERDAM, 15th February.
The . Austrian Emperor has issued a manifesto to his subjects on the occasion of the declaration of' peace with the Ukraine, stating that when he came to the throne he felt himself in union with his people''in a steadfast resolution to fight out the struggle that had been forced on them, till an honourable peace had been achieved. They had taken the first step towards realisation of that end, and he trusted that a general peace would soon bo granted to suffering humanity.
