TISZA'S UNDERSTUDY TAKES THE REINS
■ BERNE, 7th June. Count Andrassy has failed to form a Government, and the Emperor lias accordingly entrusted the task to Baron Burian (formerly Austrian Foreign Minister), who is regarded as Count Tisza's political vassal. Count Andrassy's failure is considered a personal failure for the Emperor, who has been unable to circumvent Count Tisza's activities.
