TIME TO PAY THE PIPER,
LONDON, 21st February. The Daily Telegraph's Rotterdam correspondent states that the German Reichstag on Thursday will be faced with the necessity of voting a' further huge credit and sanctioning the new loan. Hitherto jt has gaily voted loans without arranging to cover the paper credits, but the people will now be asked to pay the piper something on account. ■ It seemscertain that there must be new taxes, if only to coves* the deficit in the ordinary budget.
