The interim report of the, Air Enquiry Committee says : —"No one could complain if Mr. Pemberton Billing had demanded an enquiry into his eases in order to determine if the deaths of airmen could have been prevented, but to base charges of criminal negligence or murder upon these deaths is an abuse of language entirely unjustifiable. Some of Mr. Billing's other criticisms and suggestions are different in character, and will be carefully considered."
