PARIS, 15th August. The newspapers consider that the Kaiser's visit, to the West front, together w'ltli the fact that the enemy is sending thither all the reinforcements that cu-n be spared, especially bf heavy artillery, indicates that Germany is seeking a. decision there, and has given up hope of successes elsewhere.
