GERMANY HAS ALWAYS BEEN READY TO DISCUSS IT

The German journal Lokal Anzieger declares that Germany has always been ready to discuss the question of peace, but that the Allies prefer redoubling their efforts. The Reichstag is not impressed by such utterances as those of General yon Falkenhaym's (War Minister) mouthpieces; the Reichstag appears to be not rebellious, but critical.
