TERRITORIALS' TRAINING
The Solicitor-General has ruled that section 25, N.Z. Defence Act, 1909, is inoperative until regulations arc drafted laying dowti :— (1) The determining officer, (2) manner of classification, (3) nature of the extra training. Theso will be drafted and gazetted in due course. In the meantime no_ action can be taken against those who failed to qualify last year. Section 25 provides that at the end of each year's training, ending the last day of February, each member of the Territorial Force .shall be classified in the manner and by the officer prescribed either as "efficient"' or "non-efficient," and those who are classified as "non-efficient" shall be liable to special extra, training in the year succeeding that in which they were nonefficient.
