LOSSES OF GERMAN OFFICERS
REGULATIONS REGARDING GRANTING OF COMMISSIONS. (Received October 6, 10 a.m.) AMSTERDAM, sth October. Owing to the enormous losses of officers, the Kaiser has issued a Cabinet order modifying the regulations with regard to the granting of commissions. NORWEIGAN STEAMER MINED SEVERAL PERSONS DROWNED. LONDON, 4th October. Sixteen survivors of the Norwegian steamer Throuce have arrived. The vessel was wrecked by a mine, and several persons were drowned. DUTCH VESSEL SUNK. AMSTERDAM, sth October. A mine sunk the Dutch steamer Niewuland in the North Sea. The crew was saved.
