possible for any Government to coerce Ulster, but if there were sporadic outbursts force must be used. If there was an attempt to establish provisional government the Army must be called upon. The proposed conversations between the Government and the Opposition should be resumed on the basis of establishing a federal system for {he whole country before the end of the six years' exclusion.
