MEASURE'S PASSAGE PRACTIr (3&LLY ASSURED. /{Received April 1, 12.30 p.m.) WASHINGTON. 31st March. The Speaker (Mr. Champ Clark) de« clared he would rather see the canal walled tip than give the British people any control of it. The canal was American for ever, for better or for worse. The Government forces won the first division, the voting being 247 against 160 Tho figures indicate that the measure's passage is practically assured.
