COMPLICATING THE QUESTION TO BREAK SHIPPING MONOPOLY. (By Telegraph.— Press Association.— Copyright.) (Received March 30, 9 a.m.) WASHINGTON, 291h March. Senator Reed has complicated the Panama Can"al question by the introduction in the Senate of a Bill providng 'for the repeal of the tolls, also allowing foreign vessels to enter the American coastwise shipping trade. Senator Reed declared that his intention was to break the existing monopoly in the coastwise shipping. Senator Lewis has introduced a Bill giving the President authority to suspend the canal whenever such as consistent with the United States's interests.
