A GRACEFUL COMPLIMENT.
Mr. Taft, ex-President of u the United States, speaking at a luncheon given in his honour by the members of the Empire Club at Toronto, paid a gjpwing tribute to Great Britain for the .sacrifice and enterprise of her sons in giving peace and good government to unruly tribes and establishing prosperous self-govern-ing Dominions beyond the seas. As Governor of the Philippines, the exPresident declared, he had found himself in touch with the fundamental problem of Imperialism, and as a matter of course he had looked to the history of the British Empire for precedent and guidance. " I do not wish to make invidious comparisons," said Mr. Taft, " but I think history plainly shows that but for English enterprise, courage, and the English sense of responsibility in governing other races, in taking over and improving countries the world round, the civilisation of the world would have been greatly retarded."
