GERMAN NEEDS

Grand-Admiral yon Koester, addressing the Navy League, said Germany was building cruisers on the model of other nations. They could expect a great access of cruisers, especially against a Power depending on a large import trade. Germany must maintain her supremacy on the Continent ; she must have two strong naval wings to resist blockade, at the back of her eastern and western armies' frontiers.
