ROYAL COMMISSION'S REPORT CONCILIATION BOARDS RECOMMENDED LEGISLATION COMMISSIONER ADVOCATED. (By Telegraph.— Press Association.— Copyrljht.) (Received March 5, 8.30 a.m.) CAPETOWN, 4th March. Professor S. Chapman (Professor of Political Economy in the University of Manchester), who was appointed chairman of a Royal Commission by the Governor-General to enquire regarding wages, working hours, the cost of living, and the cost of production at Witwatersrand and other centres; also to enquire on the matters of the ' establishment of a. minimum wage, the payment of over* time, and night work, recommends the appointment of a Commissioner to administer industrial legislation ; also the setting up of conciliation boards, voluntary registration by tNgde unions, regulations of shop hours, and a factories Act.
