MORE ARRESTS
DODGING OF MILITARY SERVICE. AUSTRIANS WHO" HAVE SOUGHT NEW SCENES. (By Teleiraph.— truss Association.— Copyright.) VIENNA, 20th October. Following the arrest of Altaian, local manager of the Canadian-Pacific Hailroad Company, and others, on suspicion of inducing persons liable for military, service to emigrate to Canada, therehave been a hundred other arrests, including the Commissioner of Industry and Commerce, two Galician eub-Gov-I ornors, who gave assistance and passports, and also a number of Polish Deputies, who are uccused of taking bribes, and many of the police. Since the army increases were detormined on all emigration permits have been refused. The economic conditions of Galicia have Brown steadily worse, owing to the Balkan difficulties, and many of the inhabitants are starving. Tlw Canadian-Pacific Company points out that it has carried 30,850 emigrants ■ since the New Year, of winch 11,860 were Austrians, .while tho German shipping lines carried 465,000, c£ which fiOI , per pent., were Außtrians.
